August in Paris is very hot, so most of the people are wearing shorts and sandals.

Yes it is ok. Paris is not a cat walk.

Frenchmen wear good fitting shirts and pants and a leather jacket or sport coat. They tend to not wear jeans and sport coat but can wear jeans with shirt and leather jacket. Burberry scarves are also popular. They also tend to not wear running shoes unless they are jogging.

Open shoes absolutely fine.

It can get a little chilly in the late evenings so do have something warm and good shoes to wear if the evenings are cool.

Visiting Paris in August is a very good idea, since it is less crowded. It's because locals tend to take their annual holiday on these time of the year.

Yes you can wear anything you are comfortable with in Paris.

Paris is like one of the most laid back and democratic cities I have ever been to. So, you can wear anything you want. August is already part of the summer season, and it can get pretty hot during this season! So it's a good idea to wear loose clothes, or clothes which will keep you fresh while you're touring around the city. And as far as i know, there are no dress codes in Paris museums. I'm sure you won't get kicked out if your wear sandals! Have fun!
