I am planning on traveling to Paris in 3 weeks and can't decide to stay in the Latin District (5th) or the 7th District. Any suggestions. And if so...any hotels?

Each place has its own merits...
The 7th is quieter / less crowded.... and obviously you are near the Tour Eiffel if this is of particular "high attraction" for you to be closeby.
If you like walking, you can cross the Seine and reach the Arc De Triomphe and the Champs Elysee from there. Also, RER connection to Versaille is direct from there ...
On the other hand, the Latin District is livelier, specially in the evening and within easy reach of Notre Dame. You could also include the 1s District in this category of benefit.
I suggest you go through the forum the last 3 or 4 pages, and check previous answers to questions such as "Which District", or "What area to stay in" you will get lots of insights and tips on hotels etc...
