In Paris most libraries are in French (also in French librairie means book store and bibliotheque means library -- which do you need?)

For English Language try the American Library, for French they are everywhere, but as mentioned above, I like the Bibliotheque st Genevieve, also the one at Beaubourg in the Pompideau Center is quite good.
